Unless you are from India, the Philippines or China.
Here’s why:
China
Recruitment must go through Chinese-licensed manning agencies
Foreign agencies cannot hire directly
Regulated by: Ministry of Transport
You can recruit Chinese crew—but only by partnering with an approved local agency. ---
Philippines
Only POEA/DMW-licensed agencies can deploy Filipino seafarers
Foreign agencies operating solo = illegal
Regulated by: Department of Migrant Workers (DMW)
The Philippines has one of the world’s most structured seafarer deployment systems. -
--
India
Must recruit through an RPSL agency licensed by the Directorate General of Shipping (DGS)
No RPSL license = no deployment
Regulated by: DGS
Even global cruise brands must work with certified Indian agencies. No exceptions.
--
Bottom Line: If you're recruiting cruise ship crew from these countries, you must go through the proper licensed channels. Compliance isn't optional—it is the law.
